These really tough and strong leather loops were issued to French troops
The idea is you thread your belt through the loop as you pass it through the back belt loops on your trousers, then the braces which have clip ends can be attached to the loop.
So the braces end up pulling on your belt and not on your trousers, for a more secure result.
